Hello,
in the desktop version (demo version): when you klick on layouts -> the article is shown
in the mobile version: nothing happens. The article is not shown. You can only activate/deactivate the submenu

It's similar to the functionality at my testing installation: neu.szbredstedt.de:
Mitglieder (desktop version): a list of the members is shown.
Mitglieder (mobile version): you can only activate/deactived the submenu item

Is this a bug in the template or will it be intended?

Greetings from Germany

Solution - Sub menu Parent menu items links in responsive layout
1: Open the following file in your template js/responsive-nav.js
2: Do a find for - allowParentLinks: false
and replace the false with true

Done - but I think it has no effect.

Yes, it works. However, I would make the top menu level without a link. You do not expect a submenu that opens.

The solution is ok and works. Only it is a bit illogical for the users, if there are submenus.
